Strategy

A leading not-for-profit health system in Wilmington, Delaware, employed over 12,000 professionals and made 1,500 hires each year. Facing increased demand, an aging patient population, and new market entrants, leadership recognized that its recruiting function would need to perform at a higher level to sustain growth. They also wanted to explore whether outsourcing recruitment might accelerate performance.

The Complication

Despite having a dedicated team, recruiting performance had plateaued. Processes varied by department, recruiters operated as order-takers, and the technology stack lacked consistency and insight. Leadership questioned whether the existing internal model could scale—or if an external RPO would be required to meet their five-year hiring goals.

The Change

Sixth Man™ stepped in to provide an objective “Good to Great” assessment of recruiting operations. Through 30+ stakeholder interviews, detailed process mapping, ATS and data reviews, and benchmarking against healthcare and complex industries, we delivered an evidence-based view of the current versus desired state. The assessment identified five critical improvement areas and a roadmap to achieve operational excellence.

The health system implemented three of the five recommendations, including introducing specialized TA roles, building recruiter consulting skills, and shifting to a business-centered recruiting model. These changes elevated performance without outsourcing—preserving the organization’s strong internal recruiting culture while delivering measurable improvement in speed, quality, and alignment.
